Drco 16 MAR 11 We have considered the question of the

necessity for an increase in the Police Force and have come to

the following conclusions:-

When the last increase to the Force was

regormended in 1903, no increase was recommended to the De-

-tective Staff to cover the area of the Praya Reclamation in the

Central District. The 12 detective sections into which that

district is divided were not increased in number but the 4

abutting on the Praya Reclaration was extended so as to cover

the Reclamation. These 4 sections are in our opinion too large

and we recommend that 4 new sections be created making 16 in

all, and that 4 Chinese detectives be added to the strength

of the central district to take charge of them.

We think the time has arrived for dividing

the Western and Eastern Districts into Dotective Snctions. Pive

should be created in the Western District and Pour in the

Eastern District, and two Chinese detectives should be added to

the strength of the former and one to the alatter in order that

there may be detectives to take charge of each district.

Similarly the Yaumati district should be

divided into 4 detective sections. There are already four

Chinese detectives in the district to take charge of them. One

Chinese detective should be added for general work.

The European Detective Staff at the Central

Station consists at the present time of the Chief Detective Inspector, 1 Inspector, 4 Sergeants, 3 Lance-Sergeants end one Constable. fe are of opinion that a second Inspecter should be

added to the Staff, and that he should take duty day and day about with the other Inspector (which duty is now taken by the Chief Detective Inspector) relieving the Chief Detective Inspector for closer general supervision and giving him more leisure to devote to special cases and speciel enquiries.

5.

We consider that the district of Aberdeen might be placedemtubem under charge of a Sergeant instead of an Inspector as at present. If this is approved the addition
